The problem has been fixed.
DIMM0_VREF_DQ was shorted to the ground.
short cleared and boom, the pc worked.

Hearty greetings to everyone, trust you are all doing good and your loved ones.
Please, I have the above challenge.
what I have done:
I have tried working RAM on the motherboard,
I have replaced the CPU,
I have reprogrammed the BIOS chip,
But the problem persisted, no changes.
The RAM on the PC works fine on another PC.
1.5v for the RAMb (L503) is present
CPU core is present as well.
below are the vltage taken at some of the coils:
L3= 1.1v
L5059= 0.9v
L503= 1.5v
U9418=... -

I mistakenly lost the backup.
Background information:
The laptop plug-in light flashes orange and white with the power button light. Immediately they stopped flashing the fan kicks off but no display.
I noticed there was RAM and CPU voltage when it was flashing, immediately the fan kicked off at top speed, the RAM and CPU voltages disappeared.
I noticed that the NFC chip and the Sound IC got burnt. So I disabled the NFC unit and the Sound IC was replaced, but the behavior...Leave a comment:

Please help me with the BIOS of this PC
At first, the problem was that it turned on with the fan at top speed, the capslock stays on. no display nothing else.
I downloaded a new firmware with the service tag from dell and extracted it pfs extractor, flashed the 16mb file on the 16mb chip, the behaviour remain the same with additional of piano tone when the keyboard is pressed. Additionally, the plug in indicator flashed 2 amber 7 white

Please, I need a working BIOS firmware for the above Dell MB. The PC turns on but nothing else, no fan spin, not even CPU heating up. I fetched BIOS firmware found in a forum here, there was a fan spin at full speed but no display. There was a RAM voltage, the RAM is good too, there was CPU voltage as well but no display. no POST. I have tried a lot of firmware, but same problem at best. The fan either spin at top speed or nothing at all. Attached was the BIOS dump i made from the BIOS chip
the part number, serial number et al are not available.
