2010 rubycon bxa series safe to use or get fresher caps also orig are 200v can I use 250v instead there in a cfl inverter circuit. Please let me know asap. thank you

Higher Voltage rating is OK as long as it will fit the unit. They do not provide shelf life spec in the spec sheet.

This is my first attempt at troubleshooting a board like this, I know I could just buy a new board but I'm curious to figure out how this works. I've been testing different components in the evenings this week and I think the problem is with the IC failing to start up for some reason. When the board is plugged in there is no standby voltage.
Then today it randomly sprung to life like a zombie but shortly died thereafter. I have no idea why it would have done that and its the first time I've seen it running. I discharged capacitors on the board last night, then it was sitting today.... -
Hi.
I have a laptop Dell Vostro 3501 which did not POST. When connected to power supply and turn it on, the keyboard backlight would turn on but nothing else. Sometimes there was 1 BEEP code indicating problems with BIOS.
Then I disassembled it to read the BIOS chips. It had 2 - 64mbit and 128mbit. I connected CH341A (with 3.3v mod) to both of the chips (still soldered on main board) and read them.
After I reassembled laptop back and tried to turn it on. Now there is no sign of life. Not even keyboard backlight.

by competitionI have Evga G2 1300w and I want to replace all the electrolytic capacitors because PSU is already 12+ years old and I want to give it more life before any capacitor does damage. There are no blown capacitors, but I want to protect myself by replacing them with new ones as a precaution. And now comes the main problem. I have 5 pieces of Bulk (I think they are KZE) 16v3300uf with dimensions 10/35/5, but I can't find them in that size, only 12.5/35/5.I have one KY 16v1000uf 8.5/19/3.5, one KY 16v220uf I think it is 6/13/3.5 but it is in holes of pitch 5 I have 4 pieces of KZE 16v2200uf with dimensions...

So i got above mentioned laptop. Which shows only some little signs of life.
When i turn it on, 3 buttons lit up and stays like that forever (ESC, Caps Lock and Num Lock), they dont blink, they are just lit all the time. Fan does not spin, and there isnt any heat from CPU.
What ive already done:
-Flashed both bios chips 16 and 8 mb.
-Tried adding another stick of ram
-Check if backlight is faulty.
So any ideas?
