it really depends on if the psu has a doubler i suspect.
but i would say 380v is a safe limit unless you want to remove the MOV's!!
it probably wont work with active PFC though.
lower limit is more interesting, people have powered stuff like Rygol/Siglent scopes with stuff like 60v battery packs!

first is the actual path for the IR clear or blocked with dust?
second, i suspect the sensor drives the base of the transistor that then drives the relay and the cap next to the transistor may be on the base to hold it on a while.
so if the beam-path is clean i would look at that transistor and capacitor...

did you test it off the board?
wipe it with IPA, i think it has a film of flux residue on it...

ECS boards are often used in industrial applications, they can build good stuff.
a lot of arcade equipment has ECS mobo's in them....

firstly, polymers other than ancient ones in blue or purple sleeves from oscon dont really fail,
the ones in the pic are 560uf - they are numbered with the last digit being the number of zero's
you can replace the others with polymer if you can match the diameter and you dont want the best.
the best polymers will be far too low esr compared to the original caps.
thats why there are missing parts between those polymers - the board was designed to be stuffed with electrolytics
try looking at Kemet polymers - they are very cheap.
or get surplus caps from...

the only time you dont see esr listed is for general purpose 85' caps
thats because the esr is shit to begin with on those.
you only use that type of cap where esr doesnt matter - link on dc poer rails such as battery powered stuff
companies use them wherever they can get away with it,
but of course that was temporary or you wouldnt be replacing them. ...

because it's common for an inapropriate cap to have been used, i prefer to choose a replacement based on what it's doing.
so for psu smoothing i want low esr and for high frequency circuits i want very low esr.
also because i dont want to do it again i always choose 105' temp rated stuff with a long lifespan....
