They are changing it from recommended to important. No forcing to install. No "next-step-just installing it without asking" This is Windows 7 and 8/8.1 no updates are forced at all, users have complete control over their system.

Changing an update from optional/recommended to important is hardly losing control.
I will still have the option to download it as will all the other Administrators and Users depending how their system is configured and managed.
What is it on Windows 7 that I can't control ? and if your argument is about lack of control why are you not shouting about Apple or Android or ChromeOS or Ubuntu ?

No, Windows does not install recommended updates by default.
You will have to select the option in Windows Update to do so which I've described in the Win7 updates thread:

On Vista, W7, and W8/8.1, you can also disable the feature in windows update that even allows getting recommended updates the same way as important. The setting is in GPEDIT in the same place as disabling updating to the latest windows version:
Computer Configuration > Policies > Administrative Templates > Windows Components > Windows Update
Turn on recommended updates via Automatic Updates, and set it to disable....then you'll never have to worry about those pesky recommended updates being installed inadvertently.<--- Badcaps.net Founder
