    Unable to install Windows + Weird motherboard problem

    So maybe some of you will remember that I needed a backplate for an Intel D201GLY motherboard... anyway the only way I could find one that fit properly was to buy a whole different (identical) motherboard that included it. Got it for $20 on eBay, "brand new" including backplate and all the other accessories, in original box, etc...

    Now I have a weird problem.
    The board works fine, and now I have my old extra one...
    The first issue: When I plug it in, and turn it on, the fans go on, etc... However, I don't get anything on the screen. However, I found that if I touch the motherboard to case screw in the top corner by the RAM slot, the display comes on. WEIRD?
    Anyway, how do I fix that? It's annoying...

    Now my other problem is that when using my external USB optical drive, and trying to install Windows, it doesn't work. It hangs during the installer.
    The first try (with a XP Pro SP2 CD) it hung at "detecting drive..."
    The second try (same CD) it passed that stage fine, but then right after that at "loading setupp.ini" it hung.
    The third try (XP Home 1a CD) I got a BSOD at the "detecting drive..." part...
    BSOD info:
    STOP: 0x00000024
    PCIIDEX.SYS

    Maybe is my hard drive bad? Thing is, this is the only one I have, (I think)... I might be able to find a different one in my old Minecraft server that I don't need...
    but I don't want to deal with that if we're sure this one's bad.

    One odd thing is that the XP setup is slow...
    Everything takes really long to load... I've installed XP off of this external drive multiple times with normal speeds, this is unusual)... like it takes several minutes longer to load all the drivers at the beginning

    Any wonderful (or even not so wonderful) ideas about this?

    EDIT: My system:
    -Intel D201GLY desktop board with built in1.33GHz Celeron M 215 CPU
    -1GB DDR2 memory (using a 512MB Corsair ValueSelect stick that I used in the past just fine on my other identical motherboard made no difference)
    -40GB Seagate IDE 7200 3.5"
    -Enhance 220W PSU
    -weird open case thing

    Touching the case... maybe you're grounding it with your hand.... is there some short circuit on the back side? Did you connect one of the ground pads to the power supply case to establish grounding? Normally this would be achieved by the metal case.

    pci ide x .sys ... ide controller issues.. bad ide cable, overheating chipset?

      Hmm...
      there are only four standoffs in the case the way I have it set up; all 4 are screwed in rightly (except the one I touch to turn it on)...

      The metal case of the PSU and the metal case of the case are touchin; in fact, the PSU is right next to the motherboard...

      I think the chipset is not hot at this point but I will check

        Is that screw grounded to the case with a metal standoff? I like to ground all possible motherboard mounting points with metal standoffs. If it isn't grounded at that location, take the motherboard out and put in the appropriate standoffs.

          Yes I am using 4 metal standoffs.
