According to this you will need a new microsoft license if you change your board.
Bad caps are mentioned as cause of failure.

Re: Bad motherboard = New operating system?

We had the microsoft guy in yesterday right after I read that. I had to chew on him a bit about it. The dude keeps trying to get us to sign a partner agreement. The agreement gives us nothing, but gives them to right to do an audit on us at anytime, we cannot sell a pc without an os, we have to keep records of activations, and how many licenses we sold to people who had oem and upgraded. All kinds of BS, and we get nothing. My boss told him that by not being a partner we are free to tell them to go to hell and we like it that way.

I've been in the "changed mobo" boat....a couple times. All you have to do is call the toll free # and they ask you a couple questions. All you have to say is you've switched mobos and its no big deal. They give you a new activation key. It really wasn't that bad and I hate M$.

affects OEM customers only, not retail versions of the software. replacement of motherboard under warranty is ok.

Yes, and with XP you can still get a code by calling microsoft, which I've done a few times already.
