Sanyo DP42848 clicks on and off every 2 seconds

Hi, my tv continuously cycles on and off every couple seconds. The green light comes with a click, then goes off with a click and repeats.

My power supply board is only reading 3 volts at the 5v standby terminal, only 10v at the 12v terminal and 22v at the 24v terminal. I do not see any obviously bad caps (none bulging or leaking), but obviously something is wrong.

I am posting a picture of the board, if anyone could give me guidance on which caps might be the problem, I would greatly appreciate it.

blown caps may be the issue. look for a raised surface on any of them. need to post a clearer image

check these caps and look around for others

Identifying the capictors is not my problem. I am hoping that someone with a schematic or experience might be able to guide me to the specific caps that might be causing me issue. There are not any of them that appear bulging. I have looked at each one and can't detect any abnormalities.
