I have stored here electronic devices with aluminum electrolytic capacitors used and manufactured in the early 90s. Here the temperature varies between 33-35C. These electronic devices need to be energized for 1 hour with what frequency to prevent failures in these aluminum electrolytic capacitors caused by disuse?

I've just been repairing some (very) old speakers with a loud hum that occurred as soon as you powered them on regardless if any actual audio is played through them. I work in a School so it's 99% likey that the Teachers have hardly ever turned the power off on them for well over 10+ years.
As you can see the top large capacitor on the right has a bulge on the top so defincately needs replacing. As the one next to it is exactly the same capacity and voltage I planned to replace them both.
What is your advice/opinion on whether or not on old(er)...-

I have a few questions regarding these issues.
1. Does using an electrolytic cap stop it from drying out or is it natural process that happens regardless?
2. With the breakdown of the oxide layer the ESR will increase as well as DC leakage. Say the cap has remained unused on a motherboard, psu or games console for many years, if the cap does not physically pop when power is applied what other damage could occur to the system if it was...-
