Application is on a flyback transformer powersupply circuit board cap is 85 deg temp. 330 uf 16 v cap brand is sm the esr is .10 ohms and the cap reading is 269.8 and tested with atlas 60 cap tester

My opinion is that as most caps have a 20% variance on the stated rating that it is not good.
Is there a problem with the Board?
Is the board's application such that a 85 degree temp cap would be working at the top end of its temperature rating.?
Was it in circuit when measured?Please upload pictures using attachment function when ask for help on the repair

Capacitor detached from PCB – RTX 2070 Super Founders Edition
Description:
During maintenance on an RTX 2070 SUPER Founders Edition, I found a capacitor lying on my desk after reassembly.
I did not notice it detaching, so I am unsure of its original location on the PCB.
Procedure performed:
- Removed backplate
- Cleaned heatsink and PCB with isopropyl alcohol + soft ESD brush
- Reapplied thermal compound
- Reassembled card
Observed behavior after reassembly:

I have this Samsung power supply that uses SPC1012T as driver for the PFC and it's giving me a problem that I can't narrow down though I've troubleshooted and fixed hundreds of boards similar circuits.
I am attaching a schematic from a different Samsung board, but the topography is very very similar if not 100% the same and it uses SPC1012T, which BTW is a pinout match to UCC28063 for which there's plenty of information. I haven't confirmed they are functional equivalents, but I strongly... -

Measuring a 400v 330uf capacitor across the bridge rectifier and in circuit with a multimeter on ohms. Measures 360 ohms both ways when polarity on the meter is changed. If this is normal, I'd like a brief lesson
