Since it has 2 holes on the pin line, it's SDRAM. It has 2 x 8 chips so it's not ECC, it's regular sdram.
Since the chips are 10 ns rated, it's probably at some low frequency.. 133 Mhz, 128 or 256 MB SDRAM.
ps. double the size if it has on both sides... but they could have resorted to just using low capacity chips to save money.
I've seen such things before with registered server memory. Infact I have a double height reg/ecc PC-133 stick with all BGA chips. might post a pic later, but from what i've seen double heights like that are usually server ram, I never even saw old P2's with double height
I used to have some like that.
The only reason they are uncommon is because back in the day modules like that cost in the 100's of dollars.

as I implied, its probably registered, and will not work on a 440BX
Some 440BX do take registered.
Look up Intel N440BX.
It takes either-or.
I've seen 30-pin modules with 36 chips to a module.
- And they weren't piggy-backed.
Very tall for a RAM module.
RAM like in the OP wasn't really that unusual back in the day but it was expensive so lower production.
They either piggy-backed or made them tall to get more RAM on the stick.
If you want to see something actually rare look up SIPP RAM module.
RAM modules with round pins. I once had a PC that used them.
