Toshiba Regza 40LV665D. How to activate power supply.

Hi, I'm trying to fix the wifes tv and this is my 1st time working on a modern tv (worked on some tubed tv's along time ago).

After lots of googling i need to activate the power supply like you do a pc's (tv is dead, no led etc). now i'm thinking i need to bridge POWER_TV with 1 of the SGND points to activate it?
