It could also be that if that 5 volt standby being only 3 volts, when you first plug in the tv, the eeprom and microprocessor only see 3 volts instead of 5 could cause it to be confused.
This low voltage could be a bad secondary cap or one of the small startup caps in the primaryLeave a comment:

Plot twist..the freeze sprays cost as much as a new eeprom lol

It certainly could be the eeprom, I have had luck with freezing the eeprom ic. But you need to unplug the tv, then freeze the eeprom, plug in the tv and try turing it on. The eeprom is read at plugin, after its pluged in heating or freezing usually has no effectLeave a comment:

You usually cool it with freeze spray (or us canned air duster upside down) then plug the TV into ac outlet and try to turn it on.Leave a comment:

Is there any tricks to possibly knowing a little be more certainly. Ive tried heating the eeprom up with a reflow station. Which ive heard some people do successfully. But i only used 150 f cause i didnt want to damage it if it wasnt the problem.Leave a comment:

The voltage doesnt change between on and off. I really believe the tv is immediately trying to turn on when you plug it in though. On the other pboards ive worked on the main 12 and 24v lines are way lower voltage on standby then jump to the correct voltage when on. I could be wrong thoughLeave a comment:

Thats better, Ok so it is the whole tv that won't turn on. Can you post a clear picture of the back of the power supply board, If that standby voltage is only 3 volts and it should be 5 volts that would cause the problem.Last edited by R_J; 05-18-2019, 10:45 PM.Leave a comment:

Yep. Any knowledge on getting the backlights on? I read some other elements people said a 1k res from 5v to bl on would do it. But that was for different models. I want to be sure.
My moms on a disabled income and this may very well be the only tv she can afford for awhile. Id really like to get it working againLeave a comment:

So when you try to turn on the tv, and it does NOT turn on you have +13 volts ?
There are a couple other voltages like the standby AL+3.3V
and P-ON+21V
I believe the 12 volts is actually AMP+13V

Below are the observations and troubleshooting steps I have taken so far: Observations and Tests:- Verified that all critical voltages are present:
- 3.3V and 5V are always present if DC is plugged.
- 1.8V on the BIOS chip is present.
- Checked the power button functionality:
- When pressed, the voltage drops to 0V, indicating the button is functional.
- Inspected the flex cable connecting the USB, audio, and power button to JUB1:
- Confirmed connectivity is intact, ruling out issues

when connected to ac power, the battery does get charge, led indicator glows red when discharged and turns white as it is fully charged.
but rest nothing happens no sign of life.
this laptop has one preexisting usbc power issue - so i use DCIN jack for charging my laptop.
with this issue my laptop was unable to power ON only sometimes i just had to wait some time.
but now nothing happens no matter how much i wait/ charge/ press and hold power button.

i7-8750H, GTX 1060 Max Q, 500GB SSD & Seagate 7mm 1TB HDD. 17.3 IPS screen. This has the fingerprint reader in the power button.
Backstory
I bought this from eBay, from a wallpapering shop. £650 in 2020 which was a good price considering it's a gaming laptop. Physically it's in perfect shape, apart from the hinge mounts on the palmrest failing in the time I've had it (I have a new palmrest for it).
