Samsung Plasma PN5046084D flashing picture with sound

Found this plasma TV. It will turn on with chime, but picture is a flashing dark static with sound, which I hope is a good sign that the panel is good? Voltages test in the correct range except for Vscan. Assuming it's a bad Y main, but looking for some help confirming or troubleshooting which component(s) might be bad.

Also, assuming that small solder blob was where I was supposed to check VSC?

Vsc is a bit low at-80V. The Y-sus Bd. is faulty. However, I don't know which component bit faulty.

If anyone needs this post for reference. $25 eBay y-sus board fixed it.
