Vizio E601i-A3 - No Power Issue

So I was hoping somebody here would be able to offer me some advice on the matter. I explain more in the video below what I've done so far. Now this isn't shown in the video but I've also tested with everything removed from the main board with the exception of the power supply cable and I'm still getting nothing on 3v3 standby but the result is the same, once I disconnect the power suppy cable I get 3v3 again. Any advice on this is greatly appreciated.

What DC Voltage do you have when you measure between the two legs of cap C202 (or 203, 204 all 3 are connected in parallel) with and without main board connected?

Yes same board. The voltage with the main board connected is intermittently showing 12v. When the main board is disconnected I get a constant 12v.

OL means it went it went over 20V which the meter cannot display, so you need to set the meter to higher scale so I can see how high it goes up to, and after that we will put on dummy load to see if it will be stable or not.

I was always under the impression that OL on Fluke meters meant open loop or open circuit. Its set to auto range by default so it shouldn't have any problem reading a voltage over 20.

Manually set to higher range and see.

So how about no main board connected? set the meter to manual range.
BTW, your meter reaction time is not very fast for it to adjust from mV to V range, so it shows OL.

Same as before, constant 12.3 with the main board disconnected.

OK, hook the main board back in place and then check the resistance between GND against the 3.3V pin, 12V AU (12V for Audio circuit) pin, 12V T-CON pin.

OK, so none of them show in <100 Ohms range. I was looking to see if it has low Ohms which will cause the over current so the power supply goes into shutdown/startup loop.
We need to use dummy load next on the 3.3V power supply without having the main board connected, you need to use resistor to simulate about 1A of current draw form that 3.3V power supply.
Do you have 4.7 Ohms 3W resistor?

OK, so none of them show in <100 Ohms range. I was looking to see if it has low Ohms which will cause the over current so the power supply goes into shutdown/startup loop.

I don't. I might have some 1/2 watt 4.7 ohm resistors and some smd 4.7 ohms but not 3w.

You can try the 4.7 Ohms 1/2W for very short time just to see if the 3.3V will be stable or not, if the 3.3V is OK then the power dissipation will be just over 2W.

Looks like I don't have any 1/2 watts on hand either. I'll put in an order for some 3w resistors.

You can use that as the load, just solder the wire to each solder pad at the bottom of the lamp and then connect it to 3.3V pin and GND of the power supply board.
BTW, check the resistance between those two wires soldered to the lamp to see what Cold resistance it has first.

Using a smaller car 12v head lamp bulb but the cold resistance is 3.3 ohms.
