Lg 47le5400 possible main board issue

I have a LG 47LE5400-UC.AUSWLHR. With an issue that I think maybe a main board problem but I wanted to see if anyone else has seen this with this model of TV. See if anyone may already know what is causing the issue and the possible fix. Doesn't hurt to ask before cracking it open for a look see. Here is a link to a video of it in operation.

I'm getting this on all hdmi inputs and when watching the TV signal over the air. I've not checked the other inputs but suspect it's the same on them as well.

Looks like the T-con or the mainboard in general...

It looks to be a main board /tcon board all in one board.

Try heating up the main board with a hair dryer and see if the problem persists
