Cuts on and off. I visit 20 miles away and have read bad caps in PS. Does anyone know values ?

I have a PS4 FAT edition chu-1000a with the power supply (ADP-240R) that is acting up.
After checking that it comes from my power supply and by activating the 4.7Volts with clamps, the 4.7
The power supply starts, but cuts instatantly with a small snap on the primary side and after measuring the voltage which climbs to 10 Volts at the start and drops.
- No short circuit around the DPN012A chip (Probably the voltage regulator for the 12 V output)
It looks like an overload and the power supply goes to safety

the disc drive works perfectly because i can install games with it and it can read the movies.I can never get it to playback a movie disc. it goes to a black screen and sometimes a green screen then the console shuts down. It does it every single time i try to play a movie. The games also do the same thing If I don't start them up immediately after the console boots up. I've tried factory resets and replacing the ssd controller and the southbridge but nothing has resolved the issue -

I have Dell Latitude E7450 on my desk, doesn't power on, after plugin in the charger, light on the charger comes off.
I found shortage and dead cap, without it laptop does turn on. But I cannot find value of that cap, just don't see it.

Please help, maybe I'm just blind, I just have schematics not board view. Marked cap has been removed and laptop its turning on.

My friends 2015 Grand Caravan, radio cuts out for a few seconds, then comes back... He had someone play with the antenna wires AM/Fm and XM.. it seemed to help... SO they jammed a screw by the antenna connectors and that works for about 2 months... Now its doing it again... I popped the cover off ad re-flowed both connectors... No joy... Any radio techs that can lead me in the right direction ?
