Well, I am surprised that asking that about the chassis GND. Did you not use the chassis GND to measure the Voltage at the LED connector as instructed? It is the same GND.

3) Set meter to 200VDC then put the Black probe of the meter on the chassis.

you should be able to use a mounting screw or the metal tv chassis as a ground for the test.

I read with the mainboard connected and with it disconnected and it was all the same all zeros. but this my be because when the LED connector is in place I am unable to power on the TV.

When reading resistance NO POWER TO THE TV!.
