    It's hard to believe you would get two bad power boards. Three if you count yours with something as obvious as bad standby voltage. I cannot think of anything else but bad power supply. Standby is pretty simple. It always needs to be there and steady when plugged in.
    I assume no responsibility for any stupid suggestions I might post.

      May be he should ask the seller to check the 3.3V that he has to see they have stable 3.3V on his stock boards.

        Q202 looks to be switched power MOSFET for providing the switched 12V.
        U201 (P/N????) looks to be for buck converter to produce 3.3v

          Before we move on...just to make sure I'm not being a complete idiot, I uploaded a video of me testing the 3.3v pin on CON2. Video shows power cord plugged in, CON2 connector, ground of voltmeter attached to chassis, voltmeter test lead plugged into the 3.3v pin of the cable coming from CON2, and fluctuating voltage reading on voltmeter (yes, I know my voltmeter is complete garbage, but it generally works for testing voltages ).

            Voltage looks to be cycling on and off. Maybe going into protection mode.
            I assume no responsibility for any stupid suggestions I might post.

              Ok, rather than try to fix someone else's problem I'm going to return both of these (defective) power supplies to the seller. I'll buy one from another seller and give you guys an update. Stay tuned!

                Your original board: Did you check D208, 209, 210, another one close to those 3, and another one that is mounted in the heatsink at the bottom right of the board. Also check or replace the two startup/running caps C102, C10? at the bottom left corner of the power transformer T200.

                  Update on this TV. I bought another replacement power supply off eBay, this time from electroparts_warehouse. Popped it in and the TV works great.

                    Glad to hear that you finally get the good power supply. I would rate those people that sell boards and claimed that they are tested good rate those sellers as FALSE CLAIM.

                      Yeah, what I did was I rated them Positive and in my Feedback I said "Board didn't work, but seller refunded my money in full," because they did give promptly me back ALL my money, including the shipping. But at least this way if someone looks at their feedback they can see that the boards they supply don't always work as they said they do.
