Remove that IC and then do the same reading on those pads to see if the shorts will go away without the IC in place.

Unfortunately, after removing the ic, the pads on the mainboard continue to be the same, shorted between GRD and Out

Where else can I check? Where would the 3.3V out usually go to?

The output pin (center pin which is connected to the big tab internally) has two SMD Ceramic Caps connected to it, remove the cap one at a time to see if the shorts will go away.

If you mean the two caps directly above the centre pin (one small and one bigger one, not shown in the picture). I took them out, one at a time, but still the same result....shorted between GRD and Out.

I took out caps C836 and C871 in this picture

So with those caps removed when you check the resistance between GND and the output pad, do you still get < 1 Ohm reading?

C836 solder pads look shorted but it could just be the photograph.
Willing to help but I'm no expert.

Yes, when both caps were off, it was still shorted between GRD and Out. In the picture, it shows C836 back in place (and my terrible soldering job)

Does the voltage regulator output also go to C217 and if so I would check that one too.

Thanks for that suggestion. From what I can see, it looks like it goes to C217....so I took it off but still the same.....still shorted.
