Samsung Plasma with vertical lines

My brother has a Plasma TV that has developed vertical lines over time (started with one and is increasing). The are always present from start up and remain.

They are coloured and dither slightly at different points.

I've attached a reasonable close up to show what it looks like.

Is this an easy fix (loose connections) or is it more likely a PCB needs a repair or panel on it's way out?

If you did some research you would know the answer. Panel fault not fixable, bonded COF address driver shorted and pulling down lines.
