This tv will not turn on. It has no standby light. I tested the voltage on the power supply. It does not have 5V, 12V or 24V coming out of it. I tested the 2 mosfets, and they are working correctly. No bulging caps. Do not see any burnt components on the board. Would appreciate any help with this.

Finally had time to look at this some more today. I found this hot spot on the board. There is a transistor C3209, two resistors, a Zener Diode 1N5383B and a IC - ICE3B1565 all in the burnt looking area. The transistor, and both resistors tested good out of circuit. The Zener was blowed sky high. For the ICE3B1565, I have no idea where to begin on testing it. I was hoping someone on the forum could give me a rundown on the testing procedures for it.
I took a picture of the nice toasty area of the board.
