LG 42PG20C Sound bu not picture

Hi. I have this LG tv model number 42PG20C with sound but no picture. I have checked voltage and I have VS 190v VA 60v, no physical burned buffer ic's, fuses on Y-main board are all good. Not sure about VSC voltage, when i first press power button it goes up to 130v then drops to 4v and VY is 3v.

Can anyone suggest what I should check next? I believe It could be either a Y or X main board issue here but having a steady VS voltage, it makes me doubt.

Remove buffer and retest Vy which is vsc on Lgs.
