OK update on this dead board, replaced ic FAN6300 and board is now powering up with several output pins now reading 12v, no output voltages were present on this board before.
Not tried it in the tv as thats all working with the replacement ebay board and I dont want to take this tv apart again unless i have to, however I am confident this board is fixed, so you guys can give yourselves a big pat on your back you were right it was the ic giving the problem, I would never of found the fault by myself. Thanks again

hi thanks for all this help.
just replaced power board with used ebay board, tv now working fine with this replacement board. However I have also ordered a replacement IC so when that arrives I will replace the IC on the fault board and see if I can get it working, will let you all know how I get on when it arrives and it is fitted.

With VDD = 192 as per an earlier post by London-Freddie and your readings showing no resistance to ground on any of the pins I think it's time to replace the IC.Last edited by dick_barton; 05-04-2016, 11:14 AM.

It might be hard Bud as they change the design every board. But yeah im thinking the Ic is bad, strange as normally when these Ic's fail in Vestels they blow up.

I have a hard time finding c262 in the diagram.
But from the readings Reece provided, it does look like bad IC at this point.

Just to be sure, So the resistance between the HV pin and GND pin is (OP was reading about 70K Ohms)? VDD pin and GND pin is (Op was reading about 2K Ohms)?

Right heres what I have:
C262:
Across cap 465 ohms. To ground OL
U202 Fan 6300A nothing gives a reading to ground. VCC nothing to ground either on any pins meter set to several ohms measurements.
D20:
Black on cathode, red on anode:
476Mv drop
Red on cathode, black on anode:
OL
D298:
Black on cathode, red on anode:
087Mv drop
Red on cathode, black on anode:
OL

Just checking some that I have on hand now.
17IPS19 uses Fan 6724
17IPS11 uses Fan 6724
17IPS20 uses Fan 6724 on both switching transistors.
So will get the IPS71 out tomorrow and get a look. Hopefully it uses the same chip as all Vestels differentiate in the design.
