coby TFTV4028 blue ligth stays on and won't power on

I have a coby TFTV4028......I TESTED POWER SUPPLY AND I HAVE 24V AND 4.9V ON STANBY.....ANY SUGGESTIONS WHAT'S THE PROBLEM......I THINK IS THE MAIN BOARD....I SAW SOME PEOPLE FIX IT BY REPLACING MAIN BOARD CAPS???????

I assume you get nothing on the PS_ON pin? Have you tried giving it voltage(3-5v) to see if the set turns on?

Post pictures and you'll probably get more help.
