AC input of 222V ac = 222 x 1.414 = 314V dc which is what should be across the "-" & "+" of the bridge rectifier unless C511 & C520 are leaky.
This would raise the non-boosted V_PFC voltage going to N501 startup input.

I think at this point I would replace N501
