Vx32l hdtv blank screen/no power

Have a visio vx32l hdtv that has a blank screen
when you hit power button the visio logo turns from amber to white then back to amber. I pulled the back off looking for blown capisitors, fuses, ect but didnt find any. I checked for voltage on the on/off pin to find 3 volts, checked the 5 volts pins to find 5 volts, checked the 24 volt pins to find it goes to around 9 volts when the power button is hit but drops drasitically, checked the 12 volt pins to find when the power button is hit i get around 3 volts but also drops drastically.

I get same readings as that video except I'm not sure how or what to test.

The video speaks to capacitor C815. I'd check that first for a short if as you say getting the same readings as the video. That would mean B+ on the large e-cap remains at 166Vdc with Power Button ON and no 12Vdc, 24Vdc and PS_ON voltage dropping off.

Large capacitor does have 168v when off and does go up to almost 400v when power button is hit
