Large capacitor does have 168v when off and does go up to almost 400v when power button is hit

I ended up finding the upper buffer ics with a burn spot on the second one. I did notice a puff of smoke coming from the y main where the upper buffer connects to it. I'll get pics in a min

I get same readings as that video except I'm not sure how or what to test.

Have a visio vx32l hdtv that has a blank screen
when you hit power button the visio logo turns from amber to white then back to amber. I pulled the back off looking for blown capisitors, fuses, ect but didnt find any. I checked for voltage on the on/off pin to find 3 volts, checked the 5 volts pins to find 5 volts, checked the 24 volt pins to find it goes to around 9 volts when the power button is hit but drops drasitically, checked the 12 volt pins to find when the power button is hit i get around 3 volts but also drops drastically.

Have a visio vp50hdtv20a that was working great but now just has a blank screen
ive checked for the usual swollen caps, blown fuses, burn marks on buffer boards, ect. All of these usual symptoms dont apply to my set. I cant seem to find anything wrong and need some specifics. The set does power on but has no picture and havent checked for sound. I do have back off of tv and there is a a blinking led light on board lj41 0422a along with an led that stays on.

New to this site and still learning how to diagnose these things properly, especially since I don't have any back ground in electrical other than automotive.
