Main Board symptoms

I have a plasma tv that when the power is applied there is no clicking sound fro the p/s. The ps_on voltage stays at 3.3v and vs_on stays at 0v. Pressing the power button on the tv or remote and the ps_on stays at 3.3v rather then go to 0v. I tested all of the boards and they are all good. Would this be a bad main board?

Can we get the Make and Model of the set and maybe a pic of the Power supply connector and labeling? And a pic ofthe main board. It would be helpful
