OK - I hooked up the CRO as indicated and this is the result...
50v/div @ I think .5ms/div
You can see the reading jump to about 15v when the TV is turned on, then a small burst of activity.

Both waveforms look good. It's hard to see if there's anything obviously wrong because the pulse is so brief, so it could be a case of the control board shutting the set down.

Is there any way you could borrow a digital scope so you can capture the waveform and look at it more closely?
