Westinghouse DW39F1Y1 Doesn't Turn On (Blue Standby LED is On)

I checked the power supply and the voltages on the main
board, and +12, +5, and +3.3 V all seem to be there.

There was a +0.65V on the "Power" line, and I verified
that pressing the Power button toggles it to 0 Volts, or
    ground.

But shouldn't the Power line be at either +3.3V or +5V?

Do you think it's possible jumpering to the +3.3 or the +5V
will get this unit to work again?

    Thanks in advance.....

      Picture of the boards?
I do not expect the 12V to be present until the PS_ON (POWER) is applied, but I cannot tell until I get to see what else are on the power supply board.

This looks like a common problem. A person I know had a Westinghouse brand LCD tv with the same symptom!!

I saw the pictures and the boards do not have any Voltage labels on the connectors so it will hard to know where all the signals are.
