Also when testing the power board again I get normal voltages except for the power-on 24v in this pic: https://picasaweb.google.com/lh/phot...eat=directlink
I only get 3v what is this and is this my issue?

you mean 3v on the PWR-ON pin or on the 24V pin ?

i have a similar problem with my LG LED and the voltage on the PWR-ON is 3v as well

it doesn't work properly but in my case i believe the problem isn't the power board , it's probably the tcon or the panel itself.

but nobody helps me so i"m not sure exactly what it is

mine is a bit different and also it had a slight water damage as a few drops of water fell on the top and slid all the way down causing some oxidation on the left panel board at the bottom and ever since i have only backlight and no picture

sounds kinda like mainboard or panel to me, but again I am not too good at diagnosing. I have sort of the same symptoms. I had a black screen, but did get the blue power light. I replaced the mainboard and got some display, but I think the mainboard I got was defective and shipped it back. Now I think I am going to give up and try and get what I can out of it.
