TECO TL3291RW. No 12v/24v on PSU (fsp228_3f01)

Hi, I'm hoping for a bit of guidance again. I'm getting 5v standby but no 12v or 24v.

I've checked Vs and out on IC1 and read 0v on both. Looking at the schematic I can't understand where Vs is coming from and what I should be checking next.

that diagram was drawn up by a fucking monkey, it's almost impossible to follow!

start by checking the 2 fets driving t1 for shorts.
and change any electrolytics with a value lower than 100uf
