Yes there is a non repairable short within the glass matrix, more than this there could be also some bad caps where you measured last time.. but the heating CPU could be another problem again..

So i would need to wair for the short to fully develop before i could possibly try to remediate it (taping traces, etc)...

This is a lower end display so i wouldnt shed any tears using it as a guinea pig to learn how to cut traces. Ive often wanted to try my hands at it. But if it behaves over the mext 24-48 hrs i may just donate it to someone who wouldnt mind a possibly soon to be expiring TV.
