LG 50pg30 Plasma wont turn on

Hello, everyone I got this TV from my cousin and he said it just up and quit on him. I've done some troubleshooting and this what I have come up with.

When I hit the power button the light turns blue for about 15 seconds then then turns to red with a click.

I have pulled the powers supply and replaced 3 caps I thought we out of spec when I put the meter on them but the same thing continued.

I then began to unplug one board at a time from the power supply to see what would happen. I still got the same thing.

Lastly I unplugged everything from the board except for the Main board(audio/video board) and the blue light stayed on and didn't turn to red.

I am familiar with LCD tvs but this plasma is throwing me a curve ball.
I'm thinking its something to do with the power supply but I have no clue right now.

What voltages do you get from the PSU?

As in, Vs and Va?--how do they compare with what they should be?

I checked the voltages of VS and VA and on both connection points. I get no voltage.
