Check each of the transistors on the heatsink - though the very fact the voltages drop out when it is connected is indicative of a fault and the board should be replaced.
Note without the X-main you could get a little flicker from the screen when turned on with only Y-main - try in a dark room - the control board will quickly shut down though so it will only be quick.

I tried I get power of 0.41v to the 2nd 4th and 5th and nothing to the rest top being the one by xs

Just checked--If you're really stuck, Ive got a known good and tested X-SUS for a 42C450, I was keeping as a spare for mine....

You don't want to be checking for "power" (I presume you mean voltage; voltage is not the same as power though) you want to check each transistor or diode for shorts, using your multimeter on the ohms range.

Is this a compasitor because I'm getting 15v from one side and nothing from the other but it goes to every circuit on the board and there is no volts after it could this go bad

The problem I'm having is I'm not getting power to the rest of the board but 15v goes up to there

That is a capacitor. Decoupling the 15V supply.

Now, if the 15V is present but Vs/Va are missing, it suggest a short on Vs, preventing it from reaching ~205V.

Have you checked the heatsinked transistors for shorts?

The one with the pin sticking out is not going to 0 it's going to 0.98

All combinations.

Mentally number pins 1-2-3 in any order but be consistent over each device, for two pin devices just use 1-2.

Then check red 1 black 2, red 1 black 3, red 2 black 1, etc...

Ok right top one goes to 0 all combinations
Second down stayed on 1
3rd stays near enough one 1 all combinations
4th 5.02 on pins 1 to 3 and stays on 1 on any other combination
5th 5.02 all combos
6th goes to 0

So there's your fault, shorted sustain transistors. I'd take Alistair up on his offer of a board.
