Vizio SV370XVT, no picture, will not turn off

My Vizio SV370XVT will not turn off, has no picture or sound. The front logo remains lit white anytime the television is plugged in. There is no obvious visual damage of any capacitors. I have verified continuity of both fuses. There is voltage at both fuses; 5.16V on F1 and 11.92V on F2. My knowledge of regulators is limited to what I've learned on this board in the last couple of days, but they appear to be good. The voltages for the regulators are listed below. Any advice?
