I never have any luck troubleshooting the SAMSUNG main board down to component level yet. So it sounds like the Pulse width never goes higher than 50% or even less, if is does have Analog dimming control pin, most SAMSUNG has both PWM and Analog dimming it just uses one or the other, you can disconnect the PWM pin and use the Analog dimming pin, 5v = Max brightness, so you can set it up with a trimpot to set the backlights brightness.
