RCA 32hd31 Power Issue

I just picked up a RCA 32HD31. I have 5v on the power board but no other voltage. Tested the Rectifier and the barrier diodes all test good.

Power light comes on and no picture with flashlight test. Does the mainboard control the 12v on the power supply or should the 12v be present when supply is on?

Look at attachment of the image of your board I circled the stand-by transformer.On the bottom side of the board coming from pin 4 Iif memory serves me here you should see a surface mount fuse RB5 looks to have markings on top of "o" which i think is a 2.5 amp smd fuse check see if that is open,

If i am correct I think RB5 would designate a resistor.

attached schematic for troubleshooting RB5 is listed as 0 ohm on schematic
