    Another bad one there, mate...
    Basically from 1 to 22 it should increase or decrease ONLY...
    i.e. 1.5V, 2V, 3V, 4V, 5V is OK, 5V, 4V, 3V, 2V, 1.5V is OK, 4V, 5V, 6V is OK, etc.
    Technical term is MONOTONICITY.

        You can still replace AS15 IC, it's about £3 on eBay...
