    Can you do a full in focus picture of the bottom of the board.

    On Pic dco6937, Tcon ,near the connector to the main board there is a White fuse with 2A on it. Can you test it?
    and if you can get at it when its all connected up can you test the voltage on each side - black lead on ground or connector metal case then probe each side of fuse with the red probe.

    I am wondering about what looks to be a cut in the main copper there...running from C134 to the connector...

    Can we get a picture of underneath the PSU, around that same area? The green side of the board.

    When you were taking the measurements did you have everything connected and
    a source - generally recommend a dvd then you can tell it is playing by the sound.
    Even though you cant see the picture can you see the on screen menu?

    I think there's a good possibility that your Main Board is bad and not sending the correct signal to the power supply to turn on the Backlights since that voltage is too low on BL_ON only 1.3V and should be closer to 3v, but please wait for more replies to see what others think.

    It's blurry but is what we need to see, can you try again to get a clearer picture of it. Thanks.

    Looks like going from left to right.. GND, STB5V, 12V and Line Off
