Need help with a part # Insignia NS-L32Q-10A

On the power supply board #715G3332-1 at location R948 is this a thermal fuse? If not, what is it and where can I get one. Why I ask is I have read a previous posting on this model which I have the same issue The IC chip is burnt. And it looks like the part at R948 is also burnt. There is a cermamic capacitor 102k right near it and it looks fine. Note to the member whom was able to give the info on the chip! Thank-You that was a huge help! I too was finding it hard to find any info on that item. What I can read off of it is 0.1 ohm 96e(this is the part at R948) Looks like a resistor or an inductor all grey in color. Thanks Everyone for your help.
