One page 9 of the datasheet, there is a typical applicaton circuit. There is a resistor connected to pin 1. If it is a low ohm resistor, it could explain the low reading.

In addition, in circuit measurements are not always 100% reliable due to other components in parallel.

If the IC is shorted, I normally measure the resistance between VCC and GND. That is, pin 5 and pin 3 for your IC.

If it is not shorted, then I measure the DC voltage on VCC wrt to IC GND. According to the datasheet (page 5), it should be 14.3V for the IC to start properly.

I also measure the DC voltage across the cap that is tied to VCC to make sure it is around 14.3V.

So try all the above first.

From vcc to ground it's not shorted. I plugged the power supply in and i'm getting 15.45v on the vcc pin. I'm getting the same reading on the cap that is on the same circuit as pin 5 (vcc).

          The little ic is:

          4863-2
          Power Factor Controller IC

          The big one is:

          L6598
          HIGH VOLTAGE RESONANT CONTROLLER

Neither are shorted from vcc to ground.

Okay, here is what I'm trying to find out by using some divide and conquer.

We know at the connector we are missing 12V. That is what I call the "end point". The "start point" is the SMPS IC. If the voltage going to VCC pin matches the datasheet, then let's assume the SMPS IC is working.

The D7, D8, and D9 diodes are what I call the "mid point". One of these dual diodes (I'm assuming they are 3 pin and look like -><-) is responsible for outputting 12V DC (all 3 sit on the secondary side of the board).

So at the "mid point", let's measure the DC voltage of each the middle pin diode wrt to ground. If we get 12V DC on one of them, then the missing 12V problem lies between the diode and the connector. If we don't get 12V DC, then the problem lies between the SMPS IC and the diode.

Vizio e601i-A3 - Has Sound and Display, But No Backlight - Bad Power Supply Board or Bad LED Bulbs ?
              by Tynan Dill
I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

Upon bringing it home and plugging it up, it showed a standby light.

I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

The screen seems to blackout and stay black, but with a flashlight I can see the display.

With my Playstation 4 connected via HDMI, and running a game I can hear sound.

              Assuming...

              by mrtek
              Hi.

picked up another TV. This time is a Vizio M65-C1. TV does not turn on. I had repaired another 60 inch vizio , Bad main board.
When power button is pressed, the Power led indicator on the bottom right, turns for a few seconds and then it fades away. No backlight or Vizio logo on screen. Removed back cover and repeated test.
This is the TV This TV is a little different from the Samsung I have worked on. Power supply is on the Left side, Main Bd is on the right side, T-CON , not in the picture is on the bottom. I am assuming that the boards in the middle are the LED...

              Failure Symptom

No picture, just red vertical stripes. Google search shows quite common problem for these recent Vizio M series although red vertical stripe pattern may differ. Some call it "Netflix" boot screen haha.

              Where is the short?

Panel has 4x buffer boards. Quickly found the 1/4 panel buffer board with the problem by selectively disconnecting buffer board flex cables.

Having recently fixed another Vizio with similar symptoms that was a shorted ESD diode array ( link ) Probed the ESD diode array but...

Vizio SmartCast TV software bug that looks like hardware
              by howardc64
Bug looks like hardware so thought I posted it here. Exact same behavior on 2 different model 4K Vizio TVs running their SmartCast smarttv software. After launching youtube app, press vizio button on remote to return to the smarttv menu, once in awhile, a column of bad pixels will show for few seconds on the left hand side.

It seems the vizio software is reinitializing hardware when returning to the smarttv menu. In general, SmartCast software isn't very good. Also will randomly (relatively infrequent) get no network connection when on wifi and require reboot....
