Would seem leaky to me, a bit too leaky to be comfortable. May be worse at higher voltage (DMM uses 0.3V.)

Thanks. As you know I'm new to this, but trying to learn
So, based on budm's previous instruction, I'm not sure what I should do next in troubleshooting. If I should try heating up the caps, or move to replace the diode? Given this was probable surge (or repeated surge) related damage, I wonder if the snubber is a likely culprit as well.
"it read about 65-75 in both directions" is that 65 Ohm, 65K Ohms, 65M Ohms? I should show OL in one direction at least.
Can you read the number as printed on it? I still need the P/N of that IC next to it so I can look up the spec sheet.
I get that reading of 65 in one and about 75 in the other direction only with the meter set at 200K ohms or higher. At lower settings, it just seems to show infinite resistance, or it will jump back and forth between infinite and some random number.
I'm including a bunch of new closeup pictures. Regarding the chip. I'm assuming at U501? That number (hard to read) is A625M SK873 481D. Thanks!
Oh sorry, just read this update. Yes, I've known all along this board is about 40 dollars. I was trying to fix it. I also am not entirely sure that it is only the power board that is the problem , on account the tv had been surged. Are you saying the board just isn't something at all easy to fix?
Thanks again budm. I managed to do a deal on Ebay for the board with free shipping for 35. It sounds like fixing it, with your help, may take some time, and I may not be able to pull it off. I'd still like to try to continue fixing it as a learning experience while I await arrival of the new power board. So, if you would, please let me know what you find as far as the IC. The number/code I sent is all I can see on the top of that IC. Is there something else I should look for?
OK.
1) Try heating up C502, 504 startup cap with hair dryer for a few minutes then plug the TV into the outlet to see if the 5V STBY will work.
2) If not, unplug the TV, then check ZD501, check and report the resistance between ground pin 3 of IC U501 and all other pins of the IC.
