When I plug in the TV, the green light comes on and it clicks five or six times and then the green light turns red. The screen stays black and Remote and controls the TV does not work. I opened up the back cover and all capacitors look good. Please help thanks.

Looks like an LG chassis.
Looking from back: Lefthand board is Y-sustain, righthand is Z-sustain.
Unplug power to Y-sustain (with TV off.) Then plug TV in. Do you still get 5/6 blinks? (You won't get a picture.)
Next plug power into Y-sustain and repeat with Z-sustain. With the Z-sustain removed you'll get a dim and slow picture if the Y-sustain is functioning fine.
This will locate if any of the sustains are causing the fault.

Yes, inside all boards are from LG.
I disconnected the power of Y-SUS board and same...5times click and red light.
There is only one small connector from Z-SUS board which connected to control board.I disconnected it and no difference.
I am uploading some service manuals for this TV (PDF) which I got from web searching for reference.Comment

I disconnect the connector which was connected to Y-SUS board (bigger connector shown at the right side of the pic) and no difference (clicks and red light).
This time, I found that when it clicks, there is small noise coming from Y-SUS board.Comment

I suggest retesting your voltages with a fresh battery in your multimeter. As you can clearly see, the low battery indicator led is present and you could be getting incorrect or inaccurate readings when the battery is low.--- begin sig file ---

I just noticed your meter is reporting "low battery", which can cause readings to appear higher than they should. Let's do a sanity check. Take a known good (preferably new out of the packet) AA battery and test it with your meter. You should get 1.6V or less. Stopped by this site trying to fix my parents Panasonic Plasma TV.
Model number is TH-50PZ85U
Power comes on and the red power light stays on solid.
Did a few checks like hold the power button on for 60 seconds, hold the - Volume while holding the menu button, no luck, still@ blank grey screen as the screen lights up very vague.
I also hear a few clicks.
I also think my parents said there was a thunderstorm and the TV failed after that.

strange one
I have a dead Sony 55X850D
when plug in, black screen, no front white or red LED, no back light no screen
Voltages I get
3.3v LD/power and main board
reg 12V
reg 19V
3.3v on power on pin
no Tcon on
no tcon 12v
no BL_on
I do get BL_ERR 2.0v
I tried to bypass it by ground it but still get same symptom
I did also found a possible shorted cap on main board as it is showing 10 ohms when measure with meter
or is possible the chip next to... -

when i plug in the power i hear the reley sound like tik first and another tik..after that only red keep blinking..

I'm troubleshooting a power supply issue with a Sony SLV-E780 VCR. The device clicks repeatedly but doesn't power up completely. I've already replaced five capacitors, but the problem persists.

Main board: EAX65399305(1.0) 13.11.27 PU42A/PA42A/PD42A
Symptom:
While watching, just went black and started clicking relay every few seconds.
Initial diagnosis:
Removing JUST the main CPU/Input PCB from circuit stops the clicking. No problems with any other boards/drivers. (Removing all other boards and only putting Main back in is all it takes to start clicking again)
Deeper diagnosis:
Pulling pins #1/#2 (Blue/Grey) from the connector housing... - Loading...
