So my theory is something is crook on one of the SUS boards (leaning towards the Y as this is where the fuse blew). When the responsible component died it took out the fuse but now that that component is dead the fuse will not blow again as this part is open circuit.

Is it possible to do a component level repair on this board?
Yes, a component level repair is possible, but not really worth it.

Did you try adjusting the setup and setdn adjustments?

Well after a bit more diagnosing I think the IPM on this board had blown. As you pointed out the component level repair is not really worth it when you look at the cost of a replacement board. I was able to obtain a reworked YSUS board and have fitted it - and the problem is gone!!! Display is heaps better and its even watchable now.

The only problem is now I have a case of the green sparkles....
