panasonic TH-42pz80u plasma vertical bar

I am going to look at this panasonic 2008 plasma. The people selling it
said it has a vertical bar. I would like to know if this had the chip on the pdp ribbon cable and was junk or if the drivers are on their own board that could be replaced.

This has the heat sinked chip on the ribbon cable at the pdp (junk) and I found a burn mark on it. This is a parts tv.
