ltv 32w6 westinghouse tv/monitor no power steady blue light

I purchased this tv at a yard sale for cheap
i have repaired several lcd monitors and what to start on tvs
my knowledge is at only repairing bad caps. no real electrican experience.

    what it does :

i plug the power cord into the tv . nothing happens yet
press the power button . steady blue light comes on. at the same time
the speakers also make a sound and then gos away.

the screen is complete black . no menu or etc.

tried the flashlight trick and nothing is visible on screen.

opened the unit up and all capicitors look fine . i should mention the tv uses
quality rubicon caps. nothing looks bad. ive check all components and everyting seems fine.

i have only $20 dollars invested and i am well aware of the bad quality of these tvs. has anyone ever played with this time of problem or can tell me where to start.

i can only assume that the fuse is ok . as when i turn on the tv the blue light turns on and stays a steady blue.

    1. to double check how do i test the fuse . multimeter procedure

    2. where would you start troubleshooting.

    3. any known problems with these units . ive researched everywhere and cant find any person that has worked on these units. the only hint i get is that the power supplies go bad.

    4. should i start replacing caps?

I wouldn't start replacing caps just yet. I haven't had a lot of luck with the flashlight trick myself. There are a couple of ways to narrow down the possibilities. The first is to hook up a signal source (DVD player, video game, etc) and step through the inputs and see if you can hear anything from the speakers. If you can, that is an indication the power supply is probably working. If the outputs of the power supply are labeled, use a dmm and verify the voltages are correct. Also, there are a couple of failures of the inverter that will result in either a very brief flash, or no flash at all. I always suggest turning the TV on in a darkened room and watching from the back (ideally with the back removed) for any sign of a flash.

Beyond that, my signature contains links on attaching pictures. I have found that one overall shot of the back of the TV, plus one of each board gives us the starting point for assisting troubleshooting. Don't forget to provide a picture of the inverter.

For a number of reasons, both health and personal, I will no longer be active on this board. Any PMs asking for assistance will be ignored.

your Westinghouse tv has lost its (firmware) on the main module
there is no way to re flash it via the service port, you have to change the board
