This PSU doesn't look all that bad inside. I'd keep it for spare parts.

Well, reading the post above, I guess you're done troubleshooting this power supply. But if you change your mind, I guess there's a few more things to try.

Have you checked the power resistors on the primary side? By power resistors, I mean the big, low-ohm ones. Make sure one of them hasn't become opened.
Also, if you hook up a multimeter to either 3.3/5/or 12v rail and you try to turn on the PSU, do they pulse for a second or no? If not then perhaps the controller on the primary side isn't getting a signal to turn on the FETs.
I believe M2 and M8 are responsible for feedback from secondary side to primary side. Maybe a components somewhere in that circuit got open.
