Can someone please explain just what this chip is suppose to do and how it works

The data sheet is very vague about what this chip is

Looks like just a MOSFET switch meant to be run in saturation, of sorts...where is it being used?

the datasheet say

The CM03X is designed to reduce the no load consumption or
so called Phantom power for AC Adapter, Desk Top PC power
supply, LCD Power Supply and others.

but they can add typical installation
