I don't think the extra half a volt will be risky, but Dell use the centre pin of their charger to detect that it is genune. If it doesn't detect the genuine charger it should power on but not run at full speed.

The extra .5 volts shouldn't cause any problems. And remember that the rated amperage is the maximum the power supply can output. If the laptop only needs 4.62A its not going to "force" more amps in. You could use 19V 1000A power supply with no issues, for that reason.

i have a dell laptop that supports 19V 4.62A adapter & I Use 19.5V, 6.62A
this will be risky for my laptop ?
If you read 19.5 instead of 19v it's ok, most transformers read more v without load,i have here an HP adapter that is 19v but when i test with my DM i see 19.16 v,and this goes for most adapters that i have and i have many in my scrap,without load some adapters get more volts, this is normal,although some good Q adapters should have lower variation,i also have a small adapter that is 1.5v but when i probe the output i read 6v.
